Numba bug requires fixed numpy version

A bug in the numba package required pinned versions for both numpy and numba, i.e.
```
numpy=1.21.1
numba=0.53.1
```
This numpy version contains a security vulnerability and needs to be updated to >=1.22.

We need to find out if the numba bug still persists or if it has been fixed.
