Send decisions to concepts in bulk #107

This will take some discussion.
From Antonis, "it seems the decisions have to be done one-by-one and Box doesn’t respond particularly quickly. So that could get a bit tedious if there are dozens of applications (e.g. first round open to all for Confluence)"
We should discuss if we want to have an option to select multiple concepts and allow the DACC chair to send the approval/denial at the same time. This would mean that no individualized messages are being returned to the submitters.
