Extended version of ERT observation file is not handled

Extension of ERT observation file for SUMMARY observation fails to be read by fmuobs

ERT observation file is extended to be able to specify observations with position and range of influence.
New observation keyword for RFT data is also defined for in ERT observation file.
This extension fails to be read by fmuobs.

Solution

Extend the fmuobs code to hande the extension of the ERT observation file or at least ignore the additional LOCALIZATION keyword. The same canbe said for RFT_OBS keyword that is new in ERT observation files.
