Navigated Record Not Opening in Edit Mode

When using the navigate to record option and selecting to view the record in "Edit" mode the user is taken to the record. However, the record is not opening edit mode. The edit screen is actually opening on the previous record the flow was launched from. Please help.

We have the same problem. Our app has console set up so when the record is created it opens a new subtab for the new record and this is in view mode, however if you navigate to the prior subtab where the flow originated from a quick action the new record is in a modal in that tab in edit mode
