shimejis are not recognizing panels in cinnamon

as seen in image. He should be sitting on top of the panel but is instead sitting on the bottom of the screen with the panel overlapping him on top. Is there a way to either have him stand on the panel or at least be rendered over the panel? Not sure if this is a bug or just a setting I'm missing
