Enable locales (Comma vs period as decimal place)

Do we allow both? Or just period?

We are using the "en_US" locale for handling files as that is the default on the host platform. If the application needs to support users with different locales, the application should allow a user to select their locale information and store that selection. The CSV parser would then need to fetch that attribute from the user record and apply it when parsing.
