should ntp react to virtualisation?

Should something like the change in DavidS/dasz-configuration@986004b be handled by the ntp module itself?

When running in a vserver (or lxc, or openvz) it doesn't make any sense (usually) to try to handle local time.

It could be an option, eventually enabled by default, but that can be overriden.

Consider Solaris zones as well. If $::virtual == "zone" we don't need to run NTP.
