Communication violation error when loading large policy

I have an issue where during the loading of large policies, I get the 'communication_constraints_violation' error, and only at this time. I see that a commit was made in May to address this issue (2c9cdb0), where the priority of the control thread was increased.

This fix hasn't worked for me. I am using the recommended NUC model with cpu frequency scaling off, I am also running a real-time kernel. I have also checked the networking and it all looks good. We are using an FR3 arm.
Any suggestions?
