Notify synced users via email

It'd be nice if users received an email when their account is created, perhaps we could even start the email verification flow.

This was part of the original plan for famedly-sync, but did not materialize because of limitations with Zitadel. If famedly-sync becomes a service, we may be able to drive the full verification flow and provide this functionality that way.
