Add HTML comments explaining what dev_toolbar is, and that they should ignore it

There is quite a bit of code for dev_toolbar cluttering up View Source.

We should add comments similar to the ones generated by

```
config.action_view.annotate_rendered_view_with_filenames = true
```

Along with an english explanation of what it is, and that they can ignore it.
