This 2021-08-17 message from Sven Hoexter, the former Debian tclcurl maintainer, points to this as one of the two places where active development seemed to be happening:

I was not aware of any other place where it was being actively maintained and we (FlightAware) needed to make some fixes for it to be used on internal projects so we forked it here. I can't say that we'll have developer resources to actively review PR submissions or fix issues that are reported here however.

The chw user in the Androwish repository must be Christian Werner. I have not spoken with him, but I suspect he's in the same boat as you, making and incorporating some fixes for his own project to use, but not primarily focused on TclCurl itself.

If he is willing to submit a pull request of his changes back here, we can try to review them and merge them to avoid having too many divergent repos around.
