More details for Phase 2 that datasets will move to Synapse common consortium space

This is something that we recently worked out/confirmed as actions for Phase 2. I think it might help to be explicit how Phase 2 will be implemented.

• We will confirm Phase 2 with the PI.
• Note where Phase 2 datasets (the GF Commons Project) go
• Note that there can still need to access requests made even for datasets in Phase 2.
