GCS inputs like 65°40N, 27°00′W, or 73°58′59″W are surely global enough to warrant going in this repo? The quote-like symbols are U+2032 ′ PRIME and U+2033 ″ DOUBLE PRIME.
More often written with ' and ", which are more iffy to handle, but maybe the presence of ° is enough to disambiguate it.
