Simulate message call should catch calls that are invalid #210
Description
There have been a couple of instances where a message I would expect to fail does not - for instance, removing a signer and trying to decrease the required number of approvals when the required number of approvals is already 1
Not sure if something changed on the lotus side, but the simulate message test started failing in this pr when no changes have been made that should have made this pr fail... #209
