Please export the `safebrowing_proto` package

## Details
Right now, the RPC client can only be used inside the library because the genrated code is inside an `internal` package.
Would it be great if you could expose that, as it would allow to re-implement cached calls with other temporary storages that are not file-based, such as REDIS or other databases.
