The copy on this website sometimes is hard to understand for the lay reader.

Suggestions:

• get fresh eyes to edit and re-write content
• perform user testing to see if consumers can understand the content

Great! Small but very representative example: "data custodian" is a very confusing term to most lay readers, I would guess. Most of the time it would be simpler to say "utility" -- and at most "company that has your energy data" when explaining that Green Button can be implemented outside utility websites.
