PDK-specific library paths need to be resolved by the server, not client

Need a mechanism to include spice models/libraries on the server that relate to the server-specific installation of a given simulator, not where it might be installed on the client. (Hdl21's machinery seems to assume it is installed locally.) It might be enough to rewrite existing paths or something.
