Consider Permissions for GitHub Repos

This is primarily about being able to create milestones, but also about consistency.

For example, I can currently create a milestone in the Brainstorming repository, but not in the others.

As ever, this looks like a permissions issue.

It would be useful to understand who needs what permissions. For now, this may just be relevant to Manuel (owner) and myself; but will need to be understood for when others start to contribute to the code, and want to improve the code when vulnerabilities are inevitably identified.

Just had a quick look, looks like I can create Milestones, now.
