Convert test script to bats #7
Description
Convert tests/test_envsubstitute to use the bats testing framework.
It should use the bats-support, bats-file, and bats-assert libraries. Note that it should also load tests/global.bash and take advantage of functions defined in that file as well, if any of them are relevant.
