[DCL-103] Add package version info to readme

We currently list the packages being used in the project, however we don't list the versions of these packages.

Find out the versions of the packages used which are stable, and then add that version info to the readme. You don't have to specify how to install these specific versions of the packages, just make sure there a table somewhere that lists their versions. This way as the package versions progress, if there is a compatibility issue future users will be able to configure their environment properly

Thanks for bringing this up, it's definitely important to have them out after I removed the previous requirements.txt method that had versioning embedded.
Added the versions by the table under installation and moved to QA
