centinel-server with wsgi creates files and directories under www-data group, not cent-server

I setup a group for centinel admins, cent-server, that gives access to all of the directories for centinel. Currently, we create directories under www-data, the default group for apache, not cent-server, and we use the wrong chmod flags.
