Description
The Docker workflow has never run. It looks like it has been replaced with Build and Release?

- Build and Release: https://github.com/ietf-tools/www/actions/workflows/build.yml
One difference I noticed is that Docker is using target: app whereas Build and Release is using target: app-sandbox (as reported earlier, see #416).
