company vlaidator ignores org number whitelist

Registry system has an allow list with special business registry codes for Estonia that includes very critical and special registry codes that should never get force delete status automatically set by the validators.

It looks like the list is not being used at the moment as some of the registrants with these  special codes got FD notices for their registrations
