1.2.25 regulations: publish phone nr for org owned domains

Add phone nr of the registrant to published data.
The phone nr is published only if

• the registrant is Estonian organisation
• the phone nr matches the nr published in Estonian Business registry

the feature needs to be configurable iin config to enable deploying it prior to new regulations taking effect
