[yugabyte] Loadbalancer in GKE is not working well

Describe the bug
The connection in GKE is randomly failing, probably dues to the way we use one loadblancer for two service.

It's doesn't prevent a cluster to be deployed du to retries, but it making connection test failing and should probably be fixed.

It's working in AKS.
