Fix wildcard UI when it is top on the discard pile

Wildcards lose their wildcard symbol in the middle after they have been played, to the view of the players who did not play the wildcard.

On my machine it appears that other players can see it. When I use Firefox 68.11.0 (esr, 64-bit) on Debian though the svg in the middle of the draw 4 and skip and some other cards is not loading. It appears that this is due to the CSS sizing of the svg on Firefox. Sources say that when parent containers are sized to children and children are sized according to their parent that the spec is undefined, thus browser implementations differ.
