make getNeighborStates more stable

neighbor state checking is unreliable at present (leads to flashing and false measurements)

Thanks Nick! This needs some debouncing of the signal. I will fix this by adding into the library a check that looks to make sure neighboring states return the same value ~10 times before determining that it is actually the state it received, otherwise, remain as the last state we know that neighbor to be.
