Add Security Notice to GitHub Issue templates

What feature do you want to see added?

When opening a bug report issue at maven-hpi-plugin you see a security notice.

I find this very handy. Would be great to see this on notice here as well, when opening an issue (no matter what type it is).

Yes, that's true - my suggestion was to show this on any type of issue to raise the awareness that security relevant issues should be placed not here in GitHub.
