[throttler-storage-redis] Use with Cluster and node-redis

Does the redis storage take cluster into account (for example, keeps relevant keys together)?

Since I use Valkey, and they recommend just using node-redis - Is that tested as well (instead of ioredis)?

It would be nice to use node-redis instead, as ioredis seems to be - somewhat officially - deprecated in favor of it. Popular packages such as connect-redis have already fully moved off of it: https://github.com/tj/connect-redis/releases/tag/v9.0.0.
