feat: Gas price recommendation

Obviously, this isn't as relevant as it was pre-London, but it would still nonetheless be nice to have a recommended gas price on the main page. We already consume the latest blocks and thus can use the most recent $k$ blocks to produce a target value. It's important to note that this doesn't have to be the most theoretically sound value -- just the most useful and user-friendly.
