In ONIX-PL Comparison Annotations not displaying for non-defined types of Authorized users

Annotations regarding authorized users should be displayed for all cells in the comparison whether the licence makes statements about that user type or not
E.g.

In the right hand column there is an annotation showing in the 'permitted' cells but not in the 'undefined' cells. The annotation is relevant for all cells and should be shown regardless of whether the licence makes any explicit statement about the user type or not

The undefined cells are users which are not listed for the right column licence. Since those users are not listed, there are no relevant annotation attached to them. Where would the annotation come from ? We could think a case where no users are specified at all in the licence. There would be no source for those annotations..

The annotation is specified at the level of the comparison point (AgentDefinition)
