enable/disable functionality not working in some cases

• If the RIP is defined in more than one VIP, enable disable doesn't work
• Reason display doesn't work (looks like problem with figuring out what file to read)

Enable doesn't work because assumption about VIP ordering is wrong.

The order that ipvsadm -L lists VIPs/RIPs is not the same that snimpy lists them.
