Implement stream controller #16
Description
The stream controller is a main component of VRMix that will use all the other components (download/conversion scheduler, HLS manifest parser and generator and the cache system) to stream the requested content.
It will use a queue system with time checking to generate the HLS for the client requests without having a background service updating the stream state.
