The logic of weight degradation should be changed

**Problem:**
Right now a repo which is in trend for a long time has an abnormally high number (example: 50). To become a "hopeless" repository it would need a long time (months or even a year).

**Options:**
- Decrease weight in `Fibonacci` manner (-1, -2, -3, -5, -8, etc.)
