[balenaOS] Implement NTP API #9
Description
As a front end developer I want to be able to check the status of an NTP server on balenaOS and restart it so that I can check whether the gateway's internal clock has been set front he internet, in order to warn the user about potential certificate validation problems if the system clock is wrong.
