Simple install requires, but doesn't install IO::Socket::SSL

Following the instructions at https://get.ledgersmb.org on Ubuntu 24.04 LTS minimal server install results in the following.

Your installation is missing - or unable to load - these modules:
   IO::Socket::SSL

You may need to install full Perl support for your environment; for Linux,
you need to install one of the following packages, depending on your
distribution:

- perl (Debian, Ubuntu and derivatives)
- perl (Fedora 27+, RedHat 8+ and derivatives)

• As a side note, what does "extensionst" mean?

The problem is that IO::Socket::SSL isn't part of Perl itself; which means it needs to be installed "on top of" Perl. Just installing the "full perl" won't make it available.

This means:

• If we're running on the system perl (/usr/bin/perl), we can install the system package providing IO::Socket::SSL (assuming we're running on a known distribution)
• If we're running a non-system Perl, we may need to compile it ourselves, which requires
  • the system "libopenssl" library and the development headers
  • the C development environment (for installing CPAN dists)

Or, we can just bail if we can't install due to the lack of running on a known distribution?

For simplicity in the installer (and my sanity due to the extreme number of variations to take into account), I've chosen to bail instead of installing, for now.

The problem is that even on known operating systems/(linux) distributions, we might be running on Perlbrew or other non-system Perl installations, which all have their own peculiarities for installing OpenSSL, Net::SSLeay and IO::Socket::SSL.

Additional complexity is that this is required well before the actual assessment of the build environment (because the minimum Perl dependency is being retrieved over httpS before any other steps in the installation).
