Allow anyone to create a course

Since they provide the GitHub repo this shouldn't be a problem. The trick is who can enroll in the course. Perhaps we could mark it a "private" in addition to unpublished.

We could also force them to provide the canvas api key similar to how we do the github token. Since that is only used by an editor that should be fine since the "learner" would be the editor of the course.
