gsutil cp -r two folder of same name cause error

if there is a A_folder in on B_bucket,

gsutil cp -r A_folder B_bucket

will creat a A_folder within the original A_folder.

this happend during my mapping job.

likely job was interupted during the first gsutil cp -r sky_wordir ecker-rachel-analysis/mapping/IT-L23/mapping_000002.
Then the secod time there is sky_workdir within the folder.

ecker-rachel-analysis/m3c_merge_allc/c0_c8_c1_c1_r0 seems to have this issue, but the file is incomplete. Need more investigation
