bug: less then 20 characters warning message AND fist bumps sent message sent by one event #713
Description
Expected behavior
If I, a slack user, post a message with the fistbump emoji and tag a person and the message is less than 20 characters, I expect the warning message about needing 20 characters AND I expect my fist bump not to be sent.
Actual behavior
When I, a slack user, post a message with a fist bump emoji and tag a person and the message is less than 20 characters, the warning message about needing 20 characters was sent to me in the channel AND then a message saying my fist bump was sent was posted.
