csv-u: Update values from the csv file #2

AS AN iDea user
I WANT TO update values displayed on the table
SO THAT i can use the site to make meaningful changes to my local datasets
Success Criteria
- html table from csv-crd: Able to upload, download csv files from the site #1 has been updated from raw text to editable fields
- changes to these fields are persisted in local storage even after i close the page
- the csv file downloaded upon request contains these new edits
