DeviceAdmin API Deprecation

Google is deprecating the device admin api. This app will no longer work with the 2019 release of android.

Feel free to post any ideas here (or submit a PR :-).

Whatever the solution is, it must not depend upon Google Play services.

currently on android 10 and it works
