libxapp1 don't respect debian policy about shared libraries

Was reported in https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1000824
I did a fast commit with new package that solves it for next debian build but probably need improvements:

any suggest for improvements is appreciated
