Create a PR to get OpenTitan to use DVSim package from the existing script.

Create a PR to allow people to evaluate using the DVSim package using their local flows.

The Sim flow is well tested due to being exercised daily and weekly in the regression runner. There may be nuances with local workflows that haven't been taken account of? In addition there may be regressions in other flow types, and the launchers we don't use.

If the changes required can be done such that DVSim package can be used alongside the OT integrated version. This would allow the changes to be merged.
