Fix rabbitmq restart

**Context**

The function `restart` of Rabbitmq adapter do not works correctly, cause it execute `close` and `start`, but Rabbitmq need a **chanel opened** to execute this commands. 

When theres not a chanel open the amqplib returns the follow erro:
```sh
Connection closed: 504 (CHANNEL-ERROR) with message "CHANNEL_ERROR - expected 'channel.open'"
```
