What is happening: (1) program starts going down all subfolders and creates a repo adding readme none exists. (2) at end deletes upward after pushes new content to the github repos. (answer) because it fails early in 1. It deletes without pushing new content. So information is lost. Found using `rake test_submodulize_folder" -->
