Would local keyboard shortcuts be possible?

I'm wondering whether it would be possible to have local keyboard shortcuts in addition to, and not instead of, global keyboard shortcuts? For example, would it be possible to have ctrl+left/right go backward/forward by 30 seconds? Obviously, this wouldn't work as a global keyboard shortcut, it's the prev/next word command, but it would work if assigned within the FP window.
