Device commissioning without BLE

Are there any examples of commissioning devices without the use of BLE? I'm going to be running my controller in VirtualBox where I can't access the onboard bt radio.

Commissioning basically work the same as with BLE, but you pair the device with any other ecosystem first and then ask this ecosystem to give you another pairing code. This is then another one and not the one printed on the device.
