collection view image needs content inset of some sort

initial the image is in the correct spot. however, stub image in the collection view moves down a bit after the datasource for the collection view is cleared. need to fix this. irc people said targetContentOffsetForProposedContentOffset

stub image is only shown when you first launch this view therefore removing this problem. what was happening was that the collection view has scrolled down a little causing the background image to move down as well. this made the bottom part of the image under the tool bar. Still need to test this on iphone5s

this view might be completely redone. this could be close with the future UI update.
