example: `heroku releases:show` should be able to run script any script from  its local `package.json` before attempting the task.

1)  Users should be able to insert their own startup manipulation on top of heroku startup functionality.
2) If appropriate when a command becomes stably implemented possibly it can be added to as middleware users or groups can subscribe into their project.
