New Tagged Release

Last tagged release (v0.4.0) of the code was more than a year ago. Since the code has gone through a major overhaul, we should consider making a tagged release again.

• It would also be good to release the package on PyPI, like memento-client is.
• It would be good to setup ReadTheDocs site before releasing, see docs: richer documentation #14.
• @jirikuncar may have a few more refactoring things in the pipeline, e.g. a configurable caching mechanism. It may be good to wait for these still. @jirikuncar can you please add the tickets with the brief description of forthcoming changes?
• Can the repository admins set up a milestone for the next release on GitHub so that it'd be easier to see the roadmap and track which issues go where and which can wait for next releases?

I noticed that the API section appears empty on ReadTheDocs:

It should look like the below-attached picture. I think the problem can be solved by amending ReadTheDocs settings for this project to use virtual environment before building the docs.

The automodule documentation parts will fill the empty spaces as shown in my screenshot. This requires to have the timegate package installed before running sphinx. This can be achieved by tweaking ReadTheDocs settings.
